When the health plan pays for outcomes, the more sinister among us might wonder exactly what outcomes they are willing to pay for? :)

But seriously, yes, the patient knows best if they got the outcomes they desire and it would throw a wrench in health plan control over docs and patients, now, wouldn’t it?

Patients pay per encounter “what they think the encounter was worth”. Whether that be office visit or phone call or EKG, etc. Basically the end user of health care is determining outcomes.
